My thoughts: The 17th game is something the NFL should consider (cutting pre-season from four games to three) with Game 17 at a neutral site (and also expanding the regular season to 19 weeks with each team getting a second bye week specifically tied to mid-week games to eliminate the short rest issue). This as noted can cover the international games for most teams and also for example make it so when the Jets play the Giants at Met Life, that can be a neutral site game with half the tickets going to fans of each team along with certain other such neutral-site games, including (but not limited to): Eagles OR Giants-Steelers at Beaver Stadium (Penn State's home field) Jags-Bucs at the Citrus Bowl in Orlando Cowboys-Texans at Darrell K. Royal Stadium in Austin, TX Giants-Ravens at Lincoln Financial Field in Philadlelphia Eagles-Patriots at Met Life Stadium in The Meadowlands Bears-Bengals at Papa John's Cardinal Stadium in Louisville In all cases, half the tickets would go to each team's fan base. That to me would be the way to do it.
