When you pick in the top-16, the smartest possible thing to do is to simply go Best Player Available in this order:
QB.......... pass rusher (34 OLB or 43 DE, or 43 UT)...... pass protector (OT)........... pass-coverage (elite FS, elite CB).......... pass-catcher (elite WR, elite TE)
If you don't need a QB, one of those four other types will be available, and you simply go down the chain and pick the best prospect at his respective position. If you DO need a QB, you are not allowed to to pick anything but that position.
Positions that should absolutely not, under any circumstances, be selected in the top-16:
1. non-pass-game-affecting DB: box safeties, etc
2. linebackers who do not rush the quarterback (any 4-3 LBs, ILBs of any kind)
3. runningbacks or fullbacks
4. defensive linemen who do not rush the passer
5. offensive lineman who do not protect the passer, or who specialize in the running game
6. special teamers: kickers, punters, snappers, etc
7. tight ends who are not all-world prospects capable of excelling in both run blocking and pass catching. If you are not Tony Gonzalez or Jason Witten as a prospect, then you need not apply
8. wide receivers who are not all-world prospects both in terms of physical and mental capability. You need to be at least 6'2" and 210lbs, and simultaneously fast and strong, to be a top-16 WR. you can draft small speedsters in the later rounds. You can draft big, but slow guys in later rounds. A top-16 WR has to be a physical freak with elite college production, and not just potential. Think Larry Fitzgerald, Andre Johnson, Jerry Rice, Randy Moss, Calvin Johnson type of prospects. No small speedsters like Jeremy Maclin.

I'd trade down to around #15, picking up as many 2nd, 3rd, and future 1st round picks as I could, and take the best OT available.

I say you take the Giants model and only take impact players in the first round, no offensive linemen. There will be plenty of above average linemen on the FA market and there should be some decent talent in the middle rounds. Their first round pick should be DE, DT, WR, CB, S, or LB. DE is the deepest and I think if they get a shot at Star, Hankins, or Jordan they should take it. Star and Hankins will provide an instant top-5 run defense with Fletcher Cox. Thinking of Cox-Hankins or Cox-Star is scary. Dion Jordan just has the scheme versatility and size that I frankly don't remember seeing for a while, if ever. The guy has literally lined up covering TE's and WR's this season. He's 6'5" 250 lbs. and is an excellent athletic pass rusher. With the new staff, he can be a stud DE or a stud OLB.

Manti Te'o would be nice but I just can't see the Birds making that pick.
A true leader on D for years to come.
