Chip Kelly becomes the Browns HC.
Mike McCoy becomes the Bears HC.
Ray Horton becomes the Cardinals HC.
Ken Whisenhunt becomes the Bills HC. (Update: Doug Marrone is the Bills new HC)
Lovie Smith becomes the Chargers HC.

Who becomes the Eagles HC?

Doug Marrone. I don't think that's a "worst case scenario" though, I'd take him over all the ones you listed except maybe Kelly and McCoy.

The Bears and Chargers both have legitimate starting QBs. Everyone else has question marks at the position. The Eagles opening is probably 3rd at best. I don't think McCoy would turn down the Bears for the Eagles but Kelly might turn down the Browns and their "offer that cannot be refused" to come to the Eagles if he's open to the idea of not having complete control, since the Eagles have more talent on the roster.

Well I'd like to think Mike McCoy could come here.  we'll see.  Of course we have a dimwit as our GM so that may chase the good ones away

Jay Cutler is garbage.  Rivers has been getting worse.

With the addition of Bruce Arians and Casey Bradley to the interview list, the Eagles should be ok even if they miss out on Chip Kelly and Mike McCoy.

I like Mike Nolan from the top list.  I like Bruce Arians, but it goes against the desire for Lurie to make a "long term" hire because of age.

At some point, Jon Gruden starts becoming a factor again.  The complete loss of "WOW" factor in the hire in your scenario will cause Lurie a ton of hard feelings with the fan base and media.  This hire gets it back.

In the OP's scenario where everything is picked over, Jon Gruden would certainly be in play.  Outside of the OP's scenario, I believe he is not and should not be in play.
