I'm not sure if they've had all that great of an effect. The Ravens vs Bengals game at the end of the season was still meaningless, as were several others. If a team has a playoff seeding or spot wrapped up, playing a divisional opponent isn't going to matter, and starters are still going to be rested.

Doing it for more than what they are doing already could create some logistical problems, especially with the Raiders still sharing a stadium with the A's and other teams sharing parking facilities even if they play in different stadiums in the same city.
