Lets say he is top 25, not even top 20, meaning he should be able to start somewhere.  This basically puts him in the bottom of the barrel of the league in the "journeyman at best" type qb.  Reason I ask is because he opted out of a contract worth almost 16.9 million.  If you look at the top 30 QB's:

For him to walk away from 16-17 million, you would have to think he would be looking for something comparable.  Lets say 10 million.  Tyrod Taylor is the only one in that range and he is entrenched.  So look at teams with qb's less than that who would "upgrade".  Bucs, Titans, Rams, Eagles, and Bears all have less committed but they have young QBs who may or may not become their franchise QBs of the future.  The 49ers are out because of the obvious.  That leaves the Jets, who may or may not feel that Hackenberg could be the guy (Most of us don't see it) and Jaguars.

 

I'm not trying to discount teams staying away from the potential "baggage" (and I honestly believe that's a stretch), but saying he is being blackballed is a bit strong.  His performance, as you said "top 25" so below average starter, doesn't warrant a big contract and the teams who don't have the money committed for the most part are rolling with young, potentially franchise, QBs.  There are a lot of factors at play.

 

Switch Kaepernick with Cutler, and "political baggage" with "raging dbag in the locker room" one can make the exact same argument on both sides.

Kap kneeling isn't the only thing keeping him out, it was pig socks, The Castro T-shirt and everything else this clown is doing and there is ways to go about it and he has went about it all the wrong ways

Mike Vick was given a chance to right his wrong (after serving time).  It was well publicized that Lurie and Reid spoke to him before signing him.  So why wouldn't an owner be willing to speak to him, ask him if he'll just keep his mouth/actions quiet and do what is best for their team?  Vick brought baggage, but was able to change his image . . .why not give Kap that same opportunity - agree or disagree with what he's done?

At this point Kaepernick won't have a job in NFL unless there's a devastating injury somewhere (like Bridgewater in MN last summer). And that might not even be enough.... Kaep is almost 30 years old and has veteran status. You can make the case that teams would rather try their luck with a cheaper, younger QB. Blackballing has hardly anything to do with it...

I tell you what though, Ravens fans were up in arms around here when there were rumors he was coming to Baltimore. And they got Ryan Mallet backing up Flacco while he's out with a back problem, and just signed some no-name Arena league QB for third-string. Honestly I think I'd rather have Kaep (That makes me feel good about the Eagles QB depth!)

I saw this on another board; Kaepernick might as well go to CFL and resurrect his career there.

Michael Vick was a lot more talented and I'm not a fan by the way.

Why bother then?  I mean, that's been the whole argument the entire time?  Why pick up the sideshow circus that he will bring for just a camp arm that would be gone before the start of the season?  The headache is not worth what he would bring to the table as a backup, and you're suggesting Baltimore pick him up just to get through preseason?  No thank you.

"If".  Why bother with the gamble?  Flacco will be back for Week 1.  There's no reason to bring him on in Baltimore.

You make it sound like he didn't opt out of a contract already.  I would say absolutely not a definite.  

He decided that he would rather not take the 49ers $14.5 million dollars than...well...whatever they were asking him to do, or not do.
